A final score is then calculated for each highway.Depending on the number of entries, an average score is assigned for each category. 
RED LIGHT (AVERAGE SCORE 0.0 TO 3.9)Consistently below average in a given category. The highway is seriously compromised in areas of safety.
YELLOW LIGHT (AVERAGE SCORE 4.0 TO 6.9)Consistently average in a given category. While the highway may be constructed and maintained to acceptable standards, major improvements may need to be made to attain the highest standards.
GREEN LIGHT (AVERAGE SCORE 7.0 TO 10.0)Consistently above average in that category. The highway is built and maintained to the highest standards.
